On May 22, 2025, AS Utilitas Tallinna Soojus and KMG Infra O\u00dc signed a contract for the design, general and specialized construction works, and project management of the Paljassaare wastewater and seawater heat pump plant and the seawater pumping station. This contract forms a part of AS Utilitas Tallinna Soojus\u2019 major development project.<\/p>\n\n\n\n

The execution deadline for this procurement contract is December 2026, and the contract value exceeds EUR 23.5 million (excluding VAT).
This is an extremely complex and high-responsibility project.<\/p>\n\n\n\n

About Utilitas’ Major Development:<\/strong><\/p>\n\n\n\n

Utilitas is building the country\u2019s first large-scale heat pump plant in Paljassaare, Tallinn, that will produce clean thermal energy from wastewater and seawater. The plant, with a total capacity of 110 MW, will start supplying heat to the district heating network in 2026.<\/p>\n\n\n\n

The emission-free heat pump facility will utilize heat extracted from treated wastewater and seawater, upgrading it to district heating temperatures using green electricity. The integration of Tallinn Water\u2019s Paljassaare wastewater treatment plant, seawater, heat pumps, and the district heating system represents an innovative and environmentally sustainable solution, being implemented in Estonia for the first time.<\/p>\n\n\n\n

Under this contract, the following will be constructed:<\/strong><\/p>\n\n\n\n

Paljassaare p\u00f5ik 14 \u2013 Heat Pump Plant:<\/strong><\/p>\n<\/div>\n\n\n\n

  • The heat pump plant will provide an energy-efficient and environmentally friendly district heating solution.<\/li>\n\n\n\n
  • It will use natural sources (treated wastewater and seawater) for heat production.<\/li>\n\n\n\n
  • The facility will consist of two tall machine halls, with a three-story section containing technical rooms between them.<\/li>\n\n\n\n
  • The northwest part of the building will include a basement level (approx. 7 meters underground) housing a seawater reservoir and technical rooms.<\/li>\n\n\n\n
  • The building will be constructed on pile foundations.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n

    Paljassaare tee 1 \u2013 Seawater Pumping Station:<\/strong><\/p>\n<\/div>\n\n\n\n

    • A seawater intake filtering system and pumping station.<\/li>\n\n\n\n
    • The facility will use seawater as an energy input source, allowing for the stabilization of input flow rates and increasing heat output.<\/li>\n\n\n\n
    • The building will consist of one underground level (approx. 9 meters deep) and one above-ground level (with parapet height approx. 9 meters above ground).<\/li>\n\n\n\n
    • The structure will also be built on pile foundations.<\/li>\n<\/ul>\n\n\n\n

      Specialized construction works include:<\/p>\n\n\n\n

      • Technological piping and equipment<\/li>\n\n\n\n
      • HVAC<\/li>\n\n\n\n
      • Electrical works<\/li>\n\n\n\n
      • Low-voltage systems<\/li>\n\n\n\n
      • Commissioning and testing of the station<\/li>\n<\/ul>\n\n\n\n

        The technological portion of the pump stations, including procurement and installation of pipes and equipment, will be carried out by KE Infra.<\/p>\n<\/div>\n<\/div>\n\n\n\n
